Louth County Council hereby gives notice of its intention to carry out development works at St. Nicholas Quarter Phase 2, Dundalk, Co. Louth at the following locations:
- Church of Saint Nicholas, Bridge Street, Dundalk, Co. Louth, A91 FK19,
Record of Protected Structure (RPS LCC I.D. D031 NIAH_No 13701004). This site is located within the Clabrassil Street Architectural Conservation Area (ACA 5) as designated in the Dundalk Local Area Plan 2025 – 2031

The proposed works involves:
A. Public Realm space to grounds of St. Nicholas Church. Reconfiguration of existing church garden to facilitate vehicular access. Provision of additional landscaping, hardscaping and all associated ancillary site works.
B. Multifunctional Cultural and Community Hub with East West Pedestrian Connection and Public Space. Proposed demolition of no. 2 Bridge Street to facilitate a new East West pedestrian connection from Bridge Street to Linenhall Street. The demolition of no. 3 Bridge Street to facilitate a new 2-story community building consisting of 4 no. multi-use, reception and ancillary spaces at ground floor level. At first floor level, a one-bedroom residential unit facing Bridge Street and a multi-use community space facing Linenhall Street. Public realm provision consisting of 5 no. on-street parking spaces, 1 no. loading bay, bicycle parking, landscaping, hardscaping and all associated siteworks.
C. 6 no. residential duplex units consisting of 4 no. one bedroom units and 2 no. two bedroom units.
D. New East West pedestrian connection at Meeting House Lane consisting of the demolition of no 27 Bridge Street and formation of a new pedestrian only opening in the stone wall at the end of Meeting House Lane. The provision of landscaping, hardscaping and all associated ancillary siteworks.
E. Completion of rejuvenation of the Peace Park consisting of the installation of children’s sensory areas, new pathways, hard landscaping, kerbing, bicycle parking and soft landscaping with all associated site development works and associated services.
In accordance with Article 81 of the Planning and Development Regulations 2001 as amended, Louth County Council has concluded from a preliminary examination pursuant to the provisions of article 120(1)(b)(i) of the Planning and Development Regulations 2001 as amended that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment is not required.
Where any person considers that the proposed development would be likely to have significant effects on the environment, he or she may, at any time, before the expiration of 4 weeks beginning on the date of publication of this notice, apply in accordance with the provisions of article 120 of the Planning and Development Regulations 2001 as amended to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have such effects.
In accordance with the provisions of article 250 of the Planning and Development Regulations 2001 as amended, Louth County Council has carried out an Appropriate Assessment screening of the proposed development to assess, in views of best scientific knowledge, if the development, individually or in combination with other plans or projects, would be likely to have a significant effect on a European site. Accordingly, Louth County Council has determined that the proposed development would not be likely to have a significant effect on a European site.
Plans and particulars of the proposed development may be inspected or purchased, at a fee not exceeding the reasonable cost of making a copy, from Tuesday, 29th September 2026 until Tuesday, 27th October 2026 (inclusive) at the offices of Louth County Council, during public opening hours at:

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, clearly marked “St. Nicholas Quarter Phase 2 Part 8”may be made either;
