Part 8: Proposed Active Travel Scheme for Collon Road and Northern Cross Route, Drogheda

Louth County Council is inviting members of the public to view and comment on the Draft Part 8 proposals for a new Active Travel scheme in Drogheda along the R168 Collon Road and R166 Northern Cross Route.

The proposed development aims to provide safer, more accessible and better-connected walking and cycling infrastructure while improving conditions for all road users.

Improving Active Travel Connections

The proposed route extends from the Slane Road/Cement Road Junction along the R168 Collon Road to the Hill of Rath Roundabout, before continuing along the R166 Northern Cross Route to the Rosehall Roundabout. The project will improve connectivity between residential areas, employment centres, schools, retail destinations and existing transport infrastructure.

Scheme Objectives

The proposed scheme aims to enhance cycling and walking facilities along the R168 Collon Road and R166 Northern Cross Route while supporting safer, more sustainable travel choices. Key objectives include:

  • Improving accessibility and social inclusion by providing high-quality walking and cycling infrastructure for people of all ages and abilities.
  • Enhancing safety for pedestrians and cyclists through improved crossings, junction upgrades and dedicated facilities.
  • Supporting economic activity by improving access to employment areas, retail destinations and local services.
  • Encouraging sustainable travel choices that reduce reliance on private vehicles and help minimise transport-related emissions.
  • Improving integration and connectivity between communities, developments and the wider transport network.

Proposed Works

  • Approximately 1.2km of segregated cycle tracks and upgraded footpaths along both sides of the R168 Collon Road, from the Slane Road/Cement Road Junction to the Hill of Rath Roundabout.
  • Approximately 0.8km of two-way cycle track along the southern side of the R166 Northern Cross Route, from the Hill of Rath Roundabout to the Rosehall Roundabout.
  • Upgrades to junctions along the route to improve pedestrian and cyclist safety and accessibility.
  • Enhanced crossing facilities at key locations including Leonard's Cross, M1 Retail Park Roundabout, Hill of Rath Roundabout and Rosehall Roundabout.
  • Improvements to entrances and access points along the route to better accommodate pedestrians and cyclists.
  • Traffic-calming measures, including raised crossings and junction tightening, to help manage vehicle speeds and improve safety for vulnerable road users.

Environmental Assessments

Louth County Council has undertaken the required environmental screenings and determined that neither an Appropriate Assessment (AA) nor an Environmental Impact Assessment Report (EIAR) is required for the proposed development.
