Report on Submissions received in respect of the Drogheda BID Proposal 2025 – 2029

 

Business Improvement District (BID) Scheme – Local Government Act 2001 as amended by the Local Government (Business Improvement Districts) Act 2006

 

1             Submissions Report

 

1.1         Introduction

A proposal to continue the Business Improvement District (BID) and extend the implementation of a BID Scheme was received by Louth County Council from the Drogheda Business Improvement District CLG in respect of the former administrative area of Drogheda Borough Council and an area north of Drogheda as defined in the map contained in Appendix 2 of the proposal.

 

1.2         Purpose of a Business Improvement District

 

The purpose of a Business Improvement District is to enable the ratepayers within the boundaries of the proposed BID to draw up a scheme of projects, services and works which are additional to those provided by Louth County Council and will be carried out for the benefit of the BID District

 

1.3         Public Display

 

The BID Proposal incorporating a map of the BID area and a current list of each rateable property in the proposed Business Improvement District was available for inspection from Wednesday, 1st May 2024 to Thursday, 30th May 2024 at

The BID Proposal was also made available on www.louthcoco.ie.

 

2             Submissions

 

2.1         Submissions Received

 

By the deadline of Thursday, 30th May 2024, one submission was received. 

 

The submission was made available to the proponent of the BID as required by Section 129E(5) of the Local Government (Business Improvement Districts) Act 2006.  The Drogheda Business Improvement District CLG is obliged to consider the submission before reverting to the local authority to confirm or withdraw the request to hold a plebiscite.

 

The Local Government Act 2001, as amended by the Local Government (Business Improvement Districts) Act 2006, Section 129E(6), requires that a report be prepared on the submissions made and that a copy of the report be furnished to the members.

 

2.2         Summary of Submission

 

I have considered the submission, a synopsis of which is set out hereunder:

 

  1. A suggestion that the proposal should focus more on developing mechanisms to add to the local economy and to encourage investment and job creation.
  2. Noting that there are no measurables on the proposed projects.
  3. Reference to the amount of the BID levy and bad debt provision.
  4. A query on the benefit of festivals to BID members.

 

2.3         Response

 

Having considered the submission received, I am of the opinion that the scheme is appropriate and does not conflict in a material way with the interests of the local community.
