Printing and supplying ballot papers and posters for Louth County Council Local Elections 2019

Louth County Council is seeking quotations for the printing and supply of ballot papers and posters for the County Council Local Elections May 2019.  Quotations for the work together with confirmation that the required time schedule can be met, are to be submitted by post or hand delivered no later than 5.00 pm Monday 8th April, 2019.

Size and number of County Council Local Election notices and ballot papers

  • Size cannot be confirmed until initial draft.
  • Supply and printing of approximately 150 Notices for the county containing a copy of the ballot paper in large print for display in polling stations
  • Supply and printing of approximately 97,000 Ballot papers for the county to required standard for the County Council local electoral areas:
  • Each of the four electoral areas will be printed on a different colour paper

Closing date for receipt of completed quotations is 5.00 pm on Monday, 8th April, 2019.   Quotations received after this deadline will not be accepted. 

Time Schedule

Saturday 4th May, 2019

Initial draft soft copy of ballot papers to be forwarded to printers

Monday 6th May, 2019: 

10.00 hrs: Final draft soft copy of ballot papers to be forwarded to printers

12:00 hrs          1st proof from printers to be emailed to Local Authority

15:00 hrs          Final proof to be agreed with Local Authority

Thursday 9th May, 2019:

15:00 hrs          Delivery of all ballot papers to the offices of Louth County Council at County Hall, Millennium Centre, Dundalk, A92 P440

Note – successful contractor will be required to deliver an advance supply of the ballot papers for postal and special voters at a time to be confirmed.

Specification

Ballot papers shall be prepared in accordance with the following provisions:

  • Printed full colour one side, black on reverse.
  • Printed on 80-100gsm Tinted Paper, each Local Electoral Area to be of a specified colour specified by the Office of the Local Returning Officer.
  • All Ballot Papers to be numbered twice on reverse & perforated,
  • The serial number shall be printed on the back of the ballot paper and the same serial number must be printed on the back of the counterfoil.
  • Ballots shall be bound in books of 50

(a)  A ballot paper shall contain the names and descriptions (inc photograph) of the candidates standing nominated at the election, as shown in their respective nomination papers. The names shall be arranged alphabetically in the order of the surnames or, if there are 2 or more candidates bearing the same surname, in the alphabetical order of their other names or, if their surnames and other names are the same, in such order as shall be determined by lot by the returning officer,

(b)   The surname of each candidate and the name of the candidate's political party, if any, or, if appropriate, the expression "Non-Party" shall be printed in large capitals, the candidate's surname and other name shall be printed in small capitals and the address and occupation of the candidate, if any, as appearing in the relevant nomination paper, shall be printed in ordinary characters,

(c) The list of candidates shall be arranged either in one continuous column or in 2 or more columns in such manner (without departing from the alphabetical order) as, in the opinion of the returning officer, is best for marking and counting, but subject to the restriction that the spaces on the ballot paper within which the candidates' names and descriptions appear shall be the same for each of the candidates,

 (d) The ballot papers shall be numbered consecutively on the back and the back of the counterfoil attached to each ballot paper shall bear the same number. The numbers on the ballot papers shall be printed in the smallest characters compatible with legibility and shall be printed on or about the centre of the paper,

(e) Apart from anything permitted by the form specified in the Schedule, nothing shall appear on the ballot paper except in accordance with these provisions.

(f) A template is attached outlining guidelines for setting up the ballot paper, with a ballot paper template (BPT).  The BPT enables a blind or visually impaired person to mark a ballot paper independently

(g)  The mandatory area per candidate must be equal in size, subject to any ballot paper template adjustments (see next paragraph) and must be 23mm deep x 160mm wide. The fixed heading must be no less than 100mm from the head with a corner to be die-cut to shape.  This should match the die-cut on the ballot paper template – see document attached. The width must comprise of a 60mm stub and 160mm Ballot Paper.

The size of the ballot papers is dependent on the number of candidates nominated to contest each constituency.
