A tyre producer is defined in the regulations as any person who, irrespective of the selling technique used, including by means of distance communication –

  • manufactures and sells tyres under his or her own brand
  • resells tyres produced by other suppliers under his or her own brand
  • retreads or remoulds tyres
  • imports tyres on a professional basis into the State
  • exports waste tyres for the purposes of recovery, including reuse or, as appropriate
  • any person or persons who distributes from a producer who is deemed not to be registered under the provisions of article 4(2)(b), tyres to suppliers or any other person.

Obligations on Tyre Producers

Under the regulations, all tyre producers in Co. Louth were required to register with either Louth County Council or an approved compliance scheme by 1st February 2008. The Regulations impose reporting obligations on anyone who suppliers tyres to the Irish market, whether as manufacturers, importers, wholesalers, suppliers, traders or retailers and on the collection of waste tyres. Registration is required annually.

Registration Options

Details of the registration options are as follows:

Option 1 - Louth County Council Registration

If you choose to register as a tyre producer with Louth County Council, a completed tyre producer registration form, a waste management plan, auditor’s certificate and the relevant fee should be submitted to the Environmental Compliance Section of Louth County Council. The Environmental Compliance Section can be contacted for an application form at the following address:

Registration with the Local Authority also requires the applicant to submit quarterly reports to the Local Authority, and annual reports to the Environmental Protection Agency. There is also a requirement to re-register annually with the Local Authority and prepare annual waste management plans and reports.

Option 2 – REPAK ELT Registration

If you choose to register as a tyre producer with REPAK ELT, please submit a completed Producer registration form and the appropriate fee to Repak ELT at the address below or forms can be downloaded from their website at www.repakelt.ie.
