Background
A farm plastics recovery scheme was established in 1997 under the Waste Management (Farm Plastics) Regulations 1997, with the objective of increasing the recycling of farm plastics waste (silage bale wrap and sheeting). In 2001, new regulations were introduced which revised the previous scheme.

Requirements
The 2001 Regulations impose various obligations on farm plastics importers and manufacturers who supply farm plastics onto the Irish market. These businesses are referred to as Producers. Under the Regulations, a Producer has the option of either registering with the Local Authority or participating in the approved scheme.
The approved scheme to date has been operated by the Irish Farm Films Producers Group (IFFPG). Under the IFFPG scheme, Producers apply a levy on the sale of farm plastics which in turn is transferred to the IFFPG for use in funding the collection and recovery of farm plastics waste.
